WHITE HOUSE SEES THE NEED FOR PRIVACY LEGISLATION

      President Clinton used a visit to Silicon Valley Friday to suggest that his administration's hands-off approach to the Internet may not extend as far as online privacy.

      In a speech to high-tech executives gathered at Novell, in San Jose, Clinton said the White House has had success in encouraging Web sites to post privacy policies. "But the American people know it's still not enough," the President said. "Some subjects are so sensitive, I believe they should have legal protection -- our medical records, our financial records, any interactions with our children online. Business must find ways to give Americans the confidence they expect in these and other privacy concerns."

      The President suggested that the privacy issue is important to people in the heartland as well as the pro-privacy groups in Washington. "People are worried about this," he said. "This is a big deal to people."

      While identifying the need for legal protections of some data, the White House also reiterated its call for the private sector to voluntarily follow "fair information practices" that include giving people notice about data being collected, choice about what data can be shared with third parties, access to the data to ensure against inaccuracies, and a guarantee that the transmission and storage of data are secure.
